He, however, did not say which political party he will use to vie for the office.
Moghalu is a former Deputy Governor of the Central Bank of Nigeria (CBN) from 2009-2014; and the founder and President of the Institute for Governance and Economic Transformation (IGET), a new think tank body based in Abuja.
At a press conference on Tuesday in Abuja, Moghalu said if elected he would uphold high ethical and moral standards in governance.
He also said he would personally hold town hall meetings across the country to communicate a new vision of leadership.
